Three of the largest liberal foundations in the United States—the Rockefeller Brothers Fund, the Ford Foundation, and the MacArthur Foundation—have collectively given $10.2 million directly to the Chinese government and to organizations led by top-ranking members of the Chinese Communist Party (CCP), according to tax filings.

The funds were dedicated to Chinese universities that work in partnership with the People’s Liberation Army (China’s military) as well as various government agencies.

Between 2021 and 2022, the Rockefeller Brothers Fund gave China’s Ministry of Ecology and Environment $400,000 to support its “green” foreign investments. It also gave China’s Ministry of Human Resources and Social Security $27,878 in 2014 to tour the United States for economic research.

The Chinese Academy of Sciences (CAS) received $530,000 from the Rockefeller Brothers Fund, $706,000 from the Ford Foundation, and $265,000 from the MacArthur Foundation between 2017 and 2022. Rockefeller dedicated its grant toward research on environmental initiatives, the Ford Foundation focused on researching Chinese investments in the developing world “from a gender perspective” as well as urban poverty in China, and MacArthur funded ecological research. CAS is governed by a ranking CCP member, Hou Jianguo.

In 2020, Hou wrote that CAS “will be guided by Xi Jinping’s thoughts on socialism with Chinese characteristics for [a] new era.” Before stepping into the presidency of the organization, Hou served as its Communist Party Secretary, according to the South China Morning Post. The Wuhan Institute of Virology, which has been blamed by some as the origin site of COVID-19, is a subsidiary of CAS. CAS itself is governed by the Chinese State Council and the Party Central Committee, both of which are operated by CCP members.

The American foundations gave many other grants to other Chinese government branches for ecological research, economic and poverty research, and “policy research.”

The Rockefeller, Ford, and MacArthur foundations are behemoths of the institutional left, and largely make up what is referred to as “the establishment.” They have provided funds to numerous activist groups, litigation efforts, and organizations that craft legislation for politicians. They are behind many of the most prominent progressive causes of the modern era time: Rockefeller Brothers Fund gave to Center for Tech and Civic Life (CTCL), which helped foster the mail-in balloting operation during the 2020 election; MacArthur has provided generous support to criminal justice reform efforts that have “reduc[ed] jail populations”; and the Ford Foundation has financed violent and road-obstructing protests as well as the Black Lives Matter movement.
