The reason it took so long to make an arrest for the 1996 drive-by shooting of rapper Tupac Shakur is because they wanted to let the suspect continue to build the case for them, suggested Greg Kading, retired LAPD officer previously involved with the investigation.

This follows the arrest of suspect Duane “Keffe D” Davis by Las Vegas police last week. At that time, the officers were not permitted to divulge further information.

Davis admitted in his 2019 memoir Compton Street Legend that he was in the Cadillac that carried out the shooting. Davis has long been known by investigators, and the arrest was made after compiling what is said to be a mountain of evidence. Davis routinely bragged about his involvement in podcasts and interviews as well.

The LAPD officer, Greg Kading, said: “Perhaps what they were doing was asking, “He’s already tied the noose, now, let’s let him hang himself […] You didn’t just say it twice, you didn’t just say it five times,” and now you’ve got this compilation of so many confessions.”

Kading predicted Davis will be unable to get out of it by arguing he was exaggerating due to the sheer number of times and the detail with which he has talked about it.

Davis, 60, wrote in his memoir that he in fact told the police in 2009 that he was in the Cadillac and that they “promised they would shred the indictment and stop the grand jury if I helped them out.” Kading confirmed Davis’ story in conversation with CNN. “We knew about Davis all the way back from his initial confession to law enforcement. We sat him down back in 2009, and he confessed to his role in the murder along with other co-conspirators.”

Kading explained that while Davis initially got the police to agree to not prosecute him based on his confessions, he later invalidated this by speaking and writing publicly about his involvement, allowing Las Vegas police to open up another investigation. “Ultimately, he’s talked himself right into jail,” Kading said.

Tupac’s stepbrother Mopreme Shakur weighed in on the arrest. “Keep your popcorn and stay tuned!” he said.

Tupac’s sister also spoke out on Instagram. “This is no doubt a pivotal moment […] We are seeking real justice, on all fronts.”

Jada Pinkett Smith, the wife of actor Will Smith, wrote on Instagram about the arrest: “Now I hope we can get some answers and have some closure. R.I.P. Pac.”
