Officials in Biden’s administration informed lawmakers of a funding request being prepared for Congress, including money to Israel, Ukraine and U.S. borders. This funding request also includes money for Ukraine and Taiwan.

President Biden said on Tuesday that “when Congress returns, we’re going to ask them to take urgent action to fund the national security requirements of our critical partners.”

Biden’s national security advisor Jake Sullivan also said on Tuesday that the Office of Management and Budget was drafting the supplemental request.

“What exact form that all takes, that will be worked out,” Sullivan said.

At the White House news briefing Wednesday, National Security Council spokesman John Kirby addressed the possibility of putting all the funding requests together, telling reporters “active conversations” are going on.

“I’m not prepared to detail those conversations for you right now or, or tell you what the parameters are going to be, because, frankly, those parameters haven’t been yet arrived at or even decided upon, but we are in active discussions about additional funding,” he said.

Previous reports have noted that administration officials and key lawmakers in Congress were actively discussing whether aid to Israel could be linked to more funding for Ukraine as a sort of strategy to pass both spending priorities.

Sen. Dan Sullivan who has been lobbying congressional leaders and the administration for weeks for a broader national- security funding package, said that this sort of proposal could draw broader support in Congress by combining aid for Israel, Ukraine, Taiwan and measures to tighten border security.

“These threats are connected,” Sullivan said. “And I think the argument of going after the real challenge today, which is aggressive dictatorships working together, needs to be met with a comprehensive approach.”
