While the ban applies to official communications, employees who require Telegram for their duties are exempt. Officials highlighted that Moscow exploits Telegram for malicious activities like cyberattacks and geolocation.

This decision follows the recent arrest of Telegram’s founder, Pavel Durov, in France over allegations of insufficient content moderation. Citizens are still permitted to use Telegram on personal devices, but the risks associated with its use on work devices were emphasized.
